STATEWIDE FAMILY YOUTH SYSTEM PARTNER ROUND TABLE (FYSPRT) Charter

A. Purpose and Goals
Statewide FYSPRT Goals
1. Improving quality of life for youth and families by reviewing statewide performance and making recommendations through collaborative engagement of youth, families and system partners.
2. To support system improvements by enhancing strengths and eliciting challenges and barriers from the Regional FYSPRTs and state partners and develop collective recommendations to share with Statewide FYSPRT members, Regional FYSPRTs and/or Children’s Behavioral Health Executive Leadership Team that include youth, family and system partner voice.
 
Primary Functions
The primary function of the Statewide FYSPRT is to provide oversight of the Washington State Children’s Behavioral Health System of Care (SOC) and the Recovery- Oriented Systems of Care (ROSCs), including Wraparound with Intensive Services and the State Youth Treatment – Improvement (SYT-I) grant, in collaboration with the Division of Behavioral Health and Recovery. The Statewide FYSPRT will recommend strategies to provide behavioral health services and supports for children and youth as well as monitor and review both process and outcome indicators. The Statewide FYSPRT provides leadership to influence the establishment and sustainability of SOC values 1) Family driven and youth guided, 2) cultural and linguistic appropriate services, and 3) community based services. The Statewide FYSPRT also supports a youth-focused ROSC to develop and support efforts that assist in strengthening a coordinated network of care for youth based on existing community resources and supports, with the opportunity to identify potential new supports. Statewide FYSPRT members support the six goals of the Washington State SOC including:
 
1) Infuse SOC values in all child-serving systems.
2) Expand and sustain effective leadership roles for families, youth, and system partners.
3) Establish an appropriate array of services and resources statewide, including home- and community-based services.
4) Develop and strengthen a workforce that will operationalize SOC values.
5) Build a strong data management system to inform decision-making and track outcomes.
6) Develop sustainable financing and align funding to ensure services are seamless for children, youth and families.
 
System of Care and Recovery-Oriented Systems of Care goals, values and principles are monitored to determine the degree of integration into institutional processes and behavioral health service delivery. Statewide FYSPRT responsibilities include:
  • Substantive engagement in quality improvement practices;
  • Providing input into children’s behavioral health priorities, direction and approaches;
  • Collaboration to accomplish goals and values related to SOC and ROSC; and
  • Providing oversight for Regional/Local FYSPRTs and workgroups.
Authority
The Statewide FYSPRT operates with the support of the SOC and ROSC Executive Teams and DBHR Management.
Communication Responsibilities
  • Maintain communication with the Children’s Behavioral Health Executive Leadership Team (CBH ELT), workgroups and Regional FYSPRTs.
  • Members will bring updates from their region or system to identify trends that may be occurring across the state for further dialogue, brainstorming solutions and/or possible elevation to the CBHELT.
  •  Review SYT-I bi-annual reports.
  • Respond to information requests from members around WISe implementation and/or other initiatives.
  • Complete Challenge and Solution Submission Form to propose topics for the Statewide FYSPRT agenda.
 
B. Membership
Membership will include:
  • The Tri-Leads from each Regional FYSPRT,
  • Representatives from the Children, Youth and Family Behavioral Health Section at DBHR, including SYT-I grant project director,
  • Representatives from partners in child-serving systems, including Rehabilitation Administration, Developmental Disabilities Administration, Children’s Administration, Office of Superintendent of Public Instruction, Department of Health, and Health Care Authority
  • A tribal representative
 
Responsibilities of a Statewide FYSPRT Member
Members are expected to attend quarterly meetings and/or send a designee.
It is intended that the Statewide FYSPRT leverage the experiences, expertise, and insight of key individuals, organizations, and departments that are committed to sustaining systems of care. Statewide FYSPRT members are not directly responsible for managing project activities, but provide support and guidance for those who do. Thus, individually, members will:
  • Practice respectful honesty.
  • Help move their respective part of the system towards system of care values and principles in workforce development, policies, practice, financing, and structural change.
  • Bring successes and challenges to respective Statewide FYSPRT Tri-Lead for feedback and support.
  • Be prepared to utilize individual and agency strengths to complete identified tasks.
  • Identify barriers/challenges and approaches to resolve issues.
  • Identify strengths/initiatives/projects of existing system agencies that support systems of care.
  • Educate other system of care partners about SOC and ROSC values and the function of the FYSPRTs.
  • Celebrate successes integrating SOC values and principles in activities/events.
  • Review WISe outcome data.
  • Provide assistance/support to Regional FYSPRTs.
Leadership
Tri-Leads, one family, one youth and one system partner, shall be selected from the membership through self-nomination consistent with the rotation schedule or as needed. To assure continuity of leadership only one Tri-Lead will rotate off per year. The Tri-Leads will collaborate to facilitate and lead the Statewide FYSPRT meetings and communication.
 
C. Meetings
Schedule
The Statewide FYSPRT meets at least quarterly.
 
Agendas
An agenda for regularly scheduled meetings will be developed by the Statewide FYSPRT Tri-Leads, in coordination with a DBHR staffer, with input from FYSPRT members.
Each Regional FYSPRT and system partner representative will provide an update on regional or system strengths and challenges and identify ongoing challenges for further dialogue and possible next steps. Those items requiring input/dialogue may be placed on a future meeting agenda. After dialogue and brainstorming, if the Statewide FYSPRT membership is not able to resolve an item, it may be elevated to the CBHELT.
 
Process
  • Meetings will be open to whoever wants to attend. Non-members will have observer status. Requests for active participation will be directed to the appropriate Regional FYSPRT.
  • Meeting comfort agreement will be posted and reviewed.
  • Agenda with follow up items, new items and next steps will be utilized.
  • Decisions within regularly scheduled meetings will be by the Statewide FYSPRT members in attendance using the consensus decision making process. Quick action items between meetings will be made by Statewide FYSPRT Tri-Leads with feedback from the membership when possible.
Accountability
The Statewide FYSPRT is committed to open, transparent and public processes. Meeting notes will be distributed after each meeting to members for their review and then posted on the DBHR FYSPRT website* https://www.dshs.wa.gov/bha/division-behavioral-health-and-recovery/family-youth-and-system-partner-round-tables-fysprts. Work products will be posted when formally adopted by the governance structure.
